Executive Committee
As per the Joondalup Little Athletics Centre Constitution, the Executive Committee is responsible for day-to-day administration of the Centre. Executive Committee positions are determined by election at the Centre's Annual General Meeting. Membership of the Executive Committee is for a one year (until the next AGM). Committee positions can be shared and each person of a shared committee position has their own vote at Executive Committee Meetings.
Being on the Centre Executive Committee is a great way to support and influence the sport that your child loves so much!
The Positions that are on the Executive Committee are listed in the Constitution. The following positions make up the JLAC Executive Committee:

Elections for 2014/15 Committee
Written nominations can be sent to the Secretary, Karen Liddell ( This email address is being protected from spambots. You need JavaScript enabled to view it. ) prior to the Annual General Meeting on Sunday 17 March 2014. These written nominations need to be seconded by a JLAC member and accepted by the person nominated. A person can nominate themselves for a position.
If more than one written nomination is received for a position, then a secret ballot will be held to elect one of the nominees to the position.
You don't have to submit a written nomination for a position as nominations will also be called for from the floor at the Annual General Meeting.
Committee Position Descriptions
The following position descriptions are taken from the JLAC By-Laws, Section 6.
6.1 DUTIES OF CHAIRPERSON & VICE-CHAIRPERSON [ie, President and Vice-President]
6.1.1 The Chairperson must preside at all Centre General Meetings and Centre Executive Meetings.
6.1.2 In the event of the absence from a Centre General Meeting of :
6.1.2.1 the Chairperson, the Vice-Chairperson or
6.1.2.2 both the Chairperson and the Vice-Chairperson,
a Member elected by the other Members present at the Centre General Meeting must preside at the General Meeting.
6.1.3 In the event of the absence from an Executive Committee Meeting of:
6.1.3.1 the Chairperson, the Vice-Chairperson or
6.1.3.2both the Chairperson and the Vice-Chairperson,
a Member elected by the other Executive Members present at the Executive Meeting must preside at the Executive Committee Meeting.
Prepare an annual report for presentation at the AGM
Be responsible for all committee members and ensure that their portfolios are effectively organised. Monitor affiliated clubs and ensure that club meetings are held at least once a year, and that club accounts are audited.
6.2 DUTIES OF SECRETARY
The Secretary must
6.2.1 Coordinate the correspondence of the Centre.
6.2.2 Keep full and correct minutes of proceedings of the Committee and of the Centre.
6.2.3 Maintain a register of Members of the Centre for the purpose of communication.
6.2.4Keep and maintain in an up to date condition the rules of the Centre and make said rules available at the request of any Member
6.2.5 Maintain custody of all books, documents, records and registers of the Centre in cooperation with the Treasurer, Registrar and Recording Officer.
6.2.6 Other duties as directed by the Centre.
Prepares and distributes agendas
Take minutes of all meetings and issue copies of same to the Executive committee members, club delegates, WALA where applicable.
Notify WALA secretary of all accidents that could give rise to insurance premiums
Inform clubs the need of one copy of minutes of any meetings to be forwarded to the Centre.
6.3 DUTIES OF TREASURER
The Treasurer must:
6.3.1 Be responsible for the receipt of all monies paid to or received by the Centre and must issue or arrange for the issue of receipts for those monies in the name of the Centre.
6.3.2 Pay all monies received by the Centre into the nominated Centre bank account.
6.3.3 Make payments by the authority of an Executive Meeting.
6.3.4 Keep accounting records in such a manner that will enable true and fair accounts of the Centre to be prepared from time to time.
6.3.5 Keep accounting records in such a manner that will enable true and fair accounts of the Centre to be conveniently and properly audited.
6.3.6 Submit to Members at each AGM accounts of the Centre showing the financial position of the Centre.
6.3.7 Submit to Members at each General Meeting a report outlining the financial transactions for the preceding quarter.
6.3.8 Have custody of all securities, books and documents of a financial nature.
6.3.9 Other duties as directed by the Centre.
Invest money in such a manner as the Executive committee may think fit.
Prepare an annual report for presentation at the AGM.
Make sure of receipt of an annual audited financial report from each affiliated club.
Receive club affiliation forms and fees annually.
6.4 Registrar
Receive from the Association all registration material and issue forms and cards to affiliated clubs.
Receive from affiliated clubs the required registration papers and fees.
Issue registration numbers and tags
Forward one copy of registration card together with the required summary and remittance to the Association Registrar in accordance with instructions in the Association's Rules.
Forward copy of all registrations to the Recording Officer who is responsible for maintaining the Centre's Results system.
6.5 Championships and Special Events Officer
Organise the Centre Championships as well as WAALA special events to be conducted. Tasks for WALAA Special events involves entry, key official rosters, selection programs if any, venue and checking of other technical aspects. This will involve the Arena Manager, technical officer and controller of officials. Organise entry of athletes to state championships events and the Centre uniforms for the teams.
Liaise with other centres in Zones to assist in organising zone qualifying rounds of the State Track & Field Championships as per the Association Championships Manual.
6.6 Coaching Officer
Main responsibilities: Coordinating training for JLAC relay teams, Assist with coordination of training across the centre and in clubs, organise and identify members for Level 1 and Level 2 coaching courses, arrange training for zones and state athletes, assist with sound coaching methods across the centre
The person to fill this position need to do at least a Level 1 coaching course as organised by WALA which will be paid for by JLAC --not necessarily for the purpose to do actual coaching him/her self but to able to sensibly communicate with already qualified coaches in the centre.
6.7 Development Officer
Main responsibilities: development of new clubs, advise clubs re administration and Little Athletics procedures and requirements, develop and identify members for officials positions, ensure officials get qualified, assist with rostering of officials to sites on competition days, development of athletics in the community
The person to fill this position needs to have a good sense of rules at sites and on the track but doesn't need to be an expert necessarily in the officiating of any event (it as accepted that it comes with experience). The person would be required to do the first level of exams (open book multiple choice) for most official positions as soon as possible--not necessarily for the purpose to do the actual officiating him/her self but to be able to sensibly communicate and roster officials for events on sites and on the track.
6.8 Equipment Officer
Take responsibility for the supply and maintenance of all equipment of the centre. The Equipment officer coordinates the use of equipment by clubs and will prescribe guidelines for the handling of equipment. He/she will also determine the method of packing of the storage containers after use and if the measured out track and grounds require adjustment. The Equipment officer specifies the set out of the grounds in conjunction with the Arena Manager(s) and President. The Equipment officer set the Set Up and Pack away roster for Clubs.
6.9 Publicity Officer
The Publicity Officer manages and coordinates all publicity and promotion for the centre including newsletters, handbook, sponsors, and advertising. The publicity officers also look after centre merchandise.
6.10Social & Fundraising Coordinator
The Social & Fundraising Coordinator is responsible for fundraising actions and coordinate social events for the centre.
6.11 Recording Officer [ie, Recorder]
The recorder process and manages all results of athletes and clubs. The recorder prepares the competition day recorder sheets and prescribes how it should be used.
The recorder is responsible for determining end of season winners of trophies and the organising of the trophies. The recorder also arranges for the medals for championships day and other certificates for records, PB's etc.
6.12 Winter Officer
The winter officer manages the registration, uniforms and results for winter athletes. The winter officer takes all queries and requirements regarding the winter program as distributed by WALAA, and organises all requirements for winter athletes i.e. Winter state championships. The winter officer also coordinates the JLAC winter event day with the help of executive committee members.
